Understanding Hardy County Releases
Hardy County does not operate a long-term county jail with its own public roster. The Hardy County Sheriff's Office says people held for a hearing or trial are taken to Potomac Highlands Regional Jail and Correctional Facility in Augusta. That regional structure changes the search. A Hardy arrest starts in Moorefield or elsewhere in the county, but the custody record is usually held by WVDCR at a facility in Hampshire County.
Release means the person left one form of physical custody. It does not always mean unrestricted return to the community. Bond, recognizance, dismissal, time served, probation, parole, mandatory supervision, home confinement, and transfer all lead to different next records. A person transferred from the regional jail to a state prison has left PHRJCF but remains confined. Someone on parole is outside prison but still under legal supervision. The court order explains legal authority, while the final WVDCR movement or discharge entry records what the custodian did.
Hardy County Release Types
The same absent roster result can follow several events. Reading the release type first prevents a transfer from being mistaken for freedom and keeps a pending criminal case separate from custody status. The sources below show where each common Hardy County outcome should lead.

A disappearance paired with no court event remains unresolved. Search the receiving systems and request the release or movement entry before stating that the person returned home.

Hardy County Release Record Fields
There is no single public certificate that answers every release question. A sound Hardy County release record combines custody, court, and supervision layers. WVDCR Policy Directive 151.00 confirms that its Offender Information System includes discharge documents, court orders, hold and detainer material, final dispositions, good-time records, parole records, identification documents, and property records. The public response may omit protected personal, security, victim, medical, or classification material. Ask the custodian to separate public fields from exempt parts instead of requesting the entire offender file.
Request Hardy County Release Records
For a PHRJCF stay, WVDCR is the better first custodian because it operates the regional jail. West Virginia Code §29B-1-3 requires a reasonably specific request to the custodian. The agency must act as soon as practicable and within five days, excluding weekends and legal holidays, by producing records, setting an inspection time, or explaining a denial. Actual reproduction cost may apply, but the statute bars search, retrieval, and labor charges under that section.

Hardy County Release Record Law
West Virginia Code §29B-1-3 supplies the general inspection and copy process. Section 29B-1-4 contains exemptions. Court sealing rules, juvenile confidentiality, victim protections, and corrections security limits can override normal access. WVDCR Policy 142.00 also treats offender files as confidential in nature and allows disclosure only in specified circumstances.
Online absence is not record destruction. Active jail and prison searches can stop returning a person while agency and court records remain.
No source verified a fixed public retention period for a released PHRJCF profile. The active regional-jail search can change fast, while a court docket or durable discharge document may remain. A lawfully sealed or expunged record is different. It must not be reconstructed from an old screen after public access is removed.
Hardy Release and Expungement Timing
A physical jail exit may not start West Virginia's ordinary conviction-expungement waiting period. Under West Virginia Code §61-11-26, the usual clock runs from the latest of conviction, completion of incarceration, or completion of supervision. A person who leaves PHRJCF for probation or leaves prison for parole has not necessarily reached that last point.
For potentially eligible records, the statute describes one year for one misdemeanor, two years for multiple misdemeanors, and five years for an eligible nonviolent felony, subject to many exclusions and case-specific rules. Section 61-11-25 separately addresses qualifying acquittals, dismissals, diversion, and deferred adjudication. A pending petition does not close the record. If the court grants expungement, public electronic data is removed and the clerk handles later public inquiries as though the record does not exist. That legal change can explain why a court result once seen later disappears.
Note: A jail release and completion of supervision can occur years apart, so they must not share an assumed expungement date.
Hardy Courts and Release Proof
Hardy's proof path is split among offices. Magistrate Court commonly holds bond, initial, preliminary, and misdemeanor orders. Circuit Court holds felony disposition, sentencing, probation, revocation, and expungement records. WVDCR holds the physical PHRJCF release or movement entry. A court order can authorize release without recording the exact moment the jail completed processing.
The Magistrate Record Search accepts first name, last name, or case number and returns an index rather than online copies of the underlying documents. The statewide Court Record Access gateway routes users to circuit and magistrate systems. Ask the proper Hardy clerk for the public order by case number. Home incarceration adds another layer: the person may be outside PHRJCF while still bound by a court order and supervised through the Sheriff's Office.

A person who leaves an active jail result is not automatically released. Transfer, data lag, another name, sealing, and another custodian can produce the same absence.

WVDCR Search for Hardy Releases
The WVDCR prison offender search is for people in prison or on active state supervision. It is not a complete historical discharge index. Search by OID when known because the number is more precise than a name. Otherwise use first and last name, complete the access check, compare the birth date and photograph, and open More Info.

A no-result may reflect final discharge, but it can also mean a spelling error, an outage, or a record outside the tool's active scope. Use the sentencing order and request the WVDCR discharge record to close that gap.
No Hardy County Release Feed
No official Hardy County or PHRJCF list of people released in the last 24 or 72 hours was verified. The official options are an active jail name search and Daily Incarcerations. Daily Incarcerations can be filtered by sentencing county or institution, but those groups are different. Selecting Hardy can show people held elsewhere, while selecting PHRJCF can include people from Grant, Hampshire, Hardy, Mineral, and Pendleton Counties.
Use either tool only as a dated current-custody snapshot. A later missing result does not reveal bond, time served, transfer, or another release reason. Pair it with a court order, VINE event, or final WVDCR movement entry.
Does a missing PHRJCF result prove release? No. It proves only that the active search did not return that query at that time. A dated event record must establish release or transfer.
Note: Daily admissions and current jail results must never be relabeled as Hardy County recent-release archives.
Hardy Release Supervision Checks
Parole and probation are separate. The West Virginia Parole Board decides parole, WVDCR Parole Services supervises state parole-type cases, and the West Virginia Judiciary handles local court probation. Hardy Release Day Report Placement
The South Branch Valley Day Report Center provides a local community layer that can otherwise look like an unexplained jail departure. Its Hardy office at 141 Emergency Lane in Moorefield works with courts, magistrates, probation, and related agencies. Services include court-ordered check-ins, compliance reporting, recovery programming, referrals, transportation coordination, and some remote participation.
The center is not a jail roster and cannot prove release. It can help explain a documented community-based placement after the court and custody records establish what happened. Walk-ins are stated as welcome. Published hours are Monday through Thursday from 8 a.m. to 3 p.m. and Friday from 8 a.m. to noon, with telephone (304) 530-0271. A reader should use the court order to confirm whether attendance is required rather than infer placement from contact with the center.

West Virginia VINE covers all regional jails and state correctional facilities, including PHRJCF. Search one person, compare identity fields, and read the event language exactly. A transfer alert confirms movement between custodians, not return to the community. WVDCR says a transfer notice waits until arrival at the receiving facility, so the message can lag the departure.
Federal tools apply only when the case or custodian is federal. The BOP Inmate Locator generally covers federal inmates released since 1982 and may show Released, Not in BOP custody, and a date. ICE's locator is for immigration custody and a short recent-release window. USMS has no matching public locator, so a federal court docket, counsel, later BOP designation, or focused records request may be needed.
Hardy Release Status by System

The strongest conclusion often comes from two records: the custodian's dated exit and the court's legal authority. One explains what happened at the door; the other explains why.
Hardy Release and ICE Transfers
An ICE detainer can turn a PHRJCF departure into a transfer rather than a community release. Use the ICE Online Detainee Locator only when a detainer, immigration case, or receiving agency is documented. The locator offers a nine-digit A-number search with country of birth, or an exact biographical search using first and last name, country of birth, and optional birth date.
ICE resources can include people in current custody and people released from ICE custody within the past 60 days. That is a short federal window, not a lasting Hardy County release archive. A negative old search proves little, and a person's name or birthplace alone is never a sound reason to infer immigration custody. The PHRJCF movement record, immigration counsel, or the responsible federal office must connect the systems.
